Judge Tours is proudly led by Dory and Shanta Mugisha, a husband-and-wife team whose shared passion for travel, culture, and connection is the heartbeat of every journey we create.

Dory Mugisha was born in Burundi, raised in Rwanda and has dedicated his life to exploring and researching the African continent. With years of experience as a professional tour guide for several leading companies, Dory has earned certifications from Heaven Café in Kigali, Rwanda, including Front-of-House Operations. Holding a bachelor’s degree in social work, Dory brings a deep understanding of people and culture to every adventure, ensuring guests experience the continent of Africa not just as visitors but as part of the community.

Shanta Mugisha is an American adventurer whose love for Rwanda began the moment she first encountered its breathtaking landscapes and warm, welcoming people. With over 30 years in the hospitality industry spanning Marine lodges and major hotel brands across the USA, Shanta blends her operational expertise with a passion for meaningful travel. Armed with an MBA, she has transformed her professional experience into a mission: to create journeys that foster cultural immersion, connection, and understanding.

Together, Dory and Shanta aim to inspire travelers to explore the world with open hearts and curious minds.
