Judge Tours is the vision of Dory and Shanta Mugisha, a husband-and-wife team dedicated to the belief that travel is the ultimate bridge between cultures. Together, they blend deep local expertise with world-class hospitality to create journeys that go beyond sightseeing.

Dory Mugisha was born in Burundi and raised in Rwanda, dedicating his career to the study and exploration of the African continent. A professional guide with years of experience at leading tour companies, Dory holds a degree in Social Work and certifications in Front-of-House Operations from the prestigious Heaven Café in Kigali. His background allows him to move beyond the typical tourist path, introducing guests to the heart of the community.

Shanta Mugisha brings an American perspective and over 30 years of hospitality leadership to the team. With an MBA and a career spanning major U.S. hotel brands, Shanta ensures the details of the guest experience is seamless. Her lifelong passion for adventure found a home in Rwanda’s landscapes, and she now focuses on creating travel experiences that foster genuine human connection.
